Marriage registration in Kerala is compulsory under the Kerala Registration of Marriages (Common) Rules, 2008, for every marriage held since 29 February 2008. You register with the local body where the wedding took place, now through the K-SMART portal. File within 45 days to avoid a late fee.
The rules apply to all religions. A church wedding in Kottayam, a nikah in Malappuram and a temple wedding in Guruvayur are all registered the same way.
Which Law Applies in Kerala
The Common Rules of 2008 are the main route for marriages already performed in Kerala, whatever the religion of the couple.
Every local body in Kerala registers marriages. That includes all grama panchayats and municipalities, the corporations and the Kannur Cantonment. The registrar is the one for the place where the wedding was held, not where you live. Information Kerala Mission's note on common marriage registration sets this out.
Couples who want a civil marriage, or who are of two religions and want no religious ceremony, use the Special Marriage Act, 1954. That route is run by the Registration Department and is covered below.
Is Marriage Registration Compulsory in Kerala
Yes. It covers marriages solemnised on or after 29 February 2008. You should file within 45 days of the wedding. After that, a late fee applies.
Very late filings need extra approval. The IKM note says a filing after one year needs condonation from the Registrar General, which is the Deputy Director of Panchayats.
How to Register a Marriage Online in Kerala
Applications now go through K-SMART, the Local Self Government Department's portal. Its services list has "Marriage (Common) Registration, New Registration", a correction service and a "Marriage Certificate" option. The form itself opens only after you log in, so the steps below are the general flow.
- Log in to K-SMART as a citizen with your mobile number.
- Choose "Marriage (Common) Registration, New Registration".
- Select the local body where the wedding was held.
- Fill in the memorandum (Form I) with the couple's details and the two witnesses.
- Upload the age proofs, the proof of the wedding and the photos.
- Pay the fee online.
- Download the certificate once the registrar approves it.
The IKM note says the husband and wife must appear before the registrar and sign the marriage register. Ask the local body whether they need you in person or will complete this step another way for online applications.
Documents and Witnesses
The IKM note lists these.
- Form I memorandum, signed by both partners and two witnesses.
- Age proof of each partner, such as the SSLC book, a driving licence, a passport or the school admission register.
- Proof that the wedding took place, such as a certificate from the church, mosque committee, temple or hall.
- If there is no such certificate, a declaration in Form II from an MP, an MLA, a gazetted officer or a local body member.
- The wedding invitation card, which is optional.
- Photos of the couple.
For a late filing, add the Form II certificate as well.
The groom must have been 21 and the bride 18 on the wedding day.
Fees and Late Fees in Kerala
These figures come from the LSGD fee page as it stood in June 2022. The live page has moved to K-SMART, so check the amount the portal shows before paying.
| When you file | Registration fee | Late fee |
|---|---|---|
| Within 45 days | ₹100 (₹10 for BPL families and SC/ST families) | None |
| After 45 days | ₹100 | ₹100 |
| Much later | ₹100 | ₹250 |
The certificate itself was ₹20, a search with one extract ₹25, and a correction other than a clerical error ₹100.
Official sources differ on where the ₹250 tier begins. The 2022 fee page says after five years. The older IKM note says after one year. Ask the local body which applies.
Special Marriage Act Route in Kerala
The Registration Department handles Special Marriage Act weddings. District Registrars and Sub Registrars are the Marriage Officers. Its special marriage page, in Malayalam, gives this process.
- Give notice to the Marriage Officer of a district where at least one of you has lived for 30 days or more, in person or by registered post.
- The notice is published. After 30 days, the marriage can be solemnised.
- The partners and three witnesses sign the declarations.
- The notice is valid for three months.
| Item | Fee |
|---|---|
| Notice | ₹110 |
| Solemnisation or registration | ₹1,103 |
| Certificate on ₹50 stamp paper | ₹220 |
A couple who already married in another form can register under this Act too. Both must be 21 and must have lived as husband and wife. One of them must have lived in the area for 30 days. Our court marriage process page explains this route.
Certificate Download and Correction
K-SMART has a "Find Certificate" quick service and a separate "Marriage (Common) Registration, Correction" service. Use the correction service for a wrong spelling or date. A non-clerical correction cost ₹100 in the 2022 fee table.
Check both names and the date of marriage on the certificate before you use it anywhere. If the bride plans to change her surname, the certificate is the base document. Our page on name change after marriage gives the order to follow.
