Marriage Registration in Haryana, Online Process, Documents and Fees

Marriage registration in Haryana is compulsory under the Haryana Compulsory Registration of Marriages Act, 2008, and it must be done within 90 days of the wedding. You apply online on the state's Antyodaya Saral portal. The fee in the Urban Local Bodies Department's sheet is ₹100 within 90 days, ₹150 up to one year and ₹200 after that.

The same Act covers villages and cities. Only the registrar changes.

Which Law Applies in Haryana

The Haryana Compulsory Registration of Marriages Act, 2008 and the Haryana Compulsory Registration of Marriages Rules, 2008 apply to marriages in the state. The Urban Local Bodies Department says so on its application sheet for the marriage certificate.

Old marriages are covered too. Municipal Corporation Ambala's marriage registration page says a marriage held before 16 July 2008 can also be registered under the Act.

Couples who want a civil marriage, often because they follow two different religions, use the Special Marriage Act, 1954 instead. That route is further down.

Is Marriage Registration Compulsory in Haryana

Yes. The Ambala corporation page puts it plainly: registration is mandatory under the 2008 Act, and it must be done within 90 days of the marriage.

Late registration is still possible. The fee goes up after 90 days, you sign an undertaking giving the reason for the delay, and after one year you need seven joint photos instead of six.

Who Registers Marriages in Haryana

In 2024 the state widened the list of marriage registrars, as All India Radio reported. Before that, only the Tehsildar could register marriages in rural areas.

AreaMarriage registrars
VillagesCity Magistrate, Tehsildar, Naib Tehsildar, BDPO, Gram Sachiv
Cities and townsJoint Commissioner, Executive Officer, Secretary of the city committee, Tehsildar, Naib Tehsildar

In a municipal corporation such as Ambala, the Joint Commissioner is the registrar. A family in a village near Karnal can now go to the BDPO office or the Gram Sachiv, which is closer than the tehsil.

How to Register a Marriage Online in Haryana

Applications go through the Antyodaya Saral portal, where you must register before you can apply.

  1. Make an account on saralharyana.gov.in with your mobile number.
  2. Find the marriage registration service for your area and open the form.
  3. Fill Form 1 with the details of the bride and the groom and the date and place of the wedding.
  4. Upload the documents in the list below. Each file must be a JPG or PNG of not more than 200 KB.
  5. Pay the fee. You can also apply at a Common Service Centre (CSC), which charges ₹20 on top.
  6. Visit the registrar on the date given, with the originals, if the office asks for it.
  7. Download or collect the certificate once it is approved.

Shrink the photos before you start. A phone camera picture of the wedding card is usually 2 or 3 MB, far over the 200 KB limit. Any free photo resizer on the phone will do it.

Documents for Marriage Registration in Haryana

The Urban Local Bodies Department sheet lists these, all as uploads.

  1. Proof of date of birth of the groom.
  2. Proof of date of birth of the bride.
  3. Six joint photos of the bride and the groom. Seven if you register after one year.
  4. The wedding card.
  5. Photos of the wedding.

The fee table in the same sheet also asks for proof of residence of both, and an undertaking from the couple giving the reasons for delay if you apply after 90 days.

The groom must have been 21 and the bride 18 at the time of the wedding. The sheet lists this as the eligibility condition.

The sheet does not say how many witnesses are needed, and we could not find it on another official page. Ask the registrar's office when you book the date, and take two adults who attended the wedding with their Aadhaar cards to be safe.

Fees for Marriage Registration in Haryana

These are the fees in the Urban Local Bodies Department's sheet, which is dated 2019.

When you applyFee
Within 90 days of the wedding₹100
After 90 days, within one year₹150
After one year, or a marriage from before July 2008₹200
CSC service fee, if you apply at a CSC₹20

The sheet says the fee can be paid into the state treasury or by bank draft or postal order to the registrar. On the portal, you pay online. If the portal shows a different amount, that is the current figure.

How Long It Takes

Neither the Saral listing nor the department sheet gives a fixed number of days for this service. Apply soon after the wedding while the photos and the card are at hand, and call the registrar's office after a week if you hear nothing.

Special Marriage Act Route in Haryana

The Saral portal has a separate service for this, listed as Marriage Registration under Special Marriage Act 1954 (URBAN Court Marriage) and run by the Urban Local Bodies Department. Its service page asks for these:

  1. Birth proof of the bride and the groom.
  2. Proof of the wedding, such as a priest's certificate, the wedding card, a nikahnama or an Anand Karaj certificate from the gurdwara.
  3. Affidavits from the bride's side and the groom's side.
  4. An affidavit for the delay, if you are late.
  5. Residence proof of both, such as Aadhaar or a voter ID.

Under the Act itself, the couple gives notice to the Marriage Officer of a district where one of them has lived for at least 30 days. The notice stays up for 30 days. If nobody objects, the marriage is solemnised before three witnesses. Our court marriage process page explains each stage.

After Registration

Read the certificate the day you get it. Check both names, the date of the wedding and the place.

The marriage certificate is the base document for a surname change. Our guide to name change after marriage gives the order, with Aadhaar first. For the overall process in other states, see the marriage registration guide for India.
